1980年11月，港督尤德爵士(Sir Edward Youde)委任了一个检讨香港专上及工业教育委员会。该委员会在1981年6月建议，为了适应时代发展，香港应全面加强专上教育，立即展开第二间理工学院的筹划工作。
1982年6月，香港理工学院校董会成员获委任为第二间理工学院的筹备委员会成员，并正式委任钟士元爵士为筹备委员会的主席。
1982年5月，"大学及理工资助委员会"在伦敦召开第一次会议，随后提交《第二理工学院第一号报告书》，建议新理工学院命名为"香港城市理工学院"(City Polytechnic of Hong Kong)，并认为新理工的校址应参考英国的做法，设于 人口稠密、主要交通网络可达到的地区，在九龙塘一幅约12公顷的土地上建设永久校舍。委员会同时决定应尽早在1984–85年度于临时校舍内开课，以待永久校舍的落成。
1983年初在全球展开招聘首任院长的工作，英国卢保路科技大学(Loughborough University of Technology)首席副校长庄贤智教授(Professor David Johns)获委任为首任院长。
1984年根据《香港法例》第1132章"香港城市理工学院条例"于九龙旺角成立香港城市理工学院。最早期的校舍位于今日旺角的工业贸易署大楼。
九龙塘又一村达之路的永久校舍落成后，于1990年起陆续迁入新校舍，并把原校舍转交香港公开进修学院作校舍用途。学校获得政府拨地，把原歌和老街临时房屋区的地段作为未来学生宿舍的位址。
1995年获政府授予自我评审(self-accrediting)资格，并正名为"香港城市大学"。
1997年，在原威灵顿中学旧址设立九龙湾分校，专门为自资副学士、展翅计划及毅进计划的学生提供上课地点。
2014年11月1日，举办庆祝建校30周年活动，成立"香港城市大学基金"。
